This is Fujiwarano Sai from Hikaru no Go 
He's a ghost. He drowned himself after he was framed for cheating at an imperial Go game, and uh... later possessed a boy named Hikaru. I hate the ending for Sai btw.
Well since he is my favourite manga chara, I thought I should do a fanart devoted to only him. dunno why I always draw Sai with his fan.... maybe the next time I'll draw him playing Go, and make him more beautiful like how Obata-sensei does....
